If you see water after a wet dream and you believe it is semen, then (ritual bath) is obligatory upon you. If you fear cold water, then you must warm it or use means to protect yourself from its harm; because mere coldness of water does not permit (dry ablution).
If that is not possible and you fear harm from cold water, then you must perform tayammum. If you do not find earth for tayammum in your home, then you must search for it, even by purchasing it, or for anything that can be used for tayammum, such as stones.
If you do not find anything with which to perform tayammum, then you must pray according to your condition, because you are deprived of both means of purification.
