Is it Islamically permissible to unify the time of the Dhuhr prayer throughout the year, and to announce two congregational prayers in Ramadan, especially given the difference in the times of the Adhan and Iqamah from what is practiced in most mosques, and what has resulted from that in some people's negligence in performing the prayer at its prescribed time?

If there is a recognized benefit, such as facilitating the gathering of the largest number of employees for prayer, then there is no harm in that. 2. If there is no benefit for the prayer, then the Sunnah is to set a precise time after the adhan that is suitable for the location.

As for establishing two consecutive congregations in one mosque and setting a time for each congregation, this goes against the Sunnah and divides the community (jama'ah), and is not permissible except in cases of necessity. We advise establishing a single congregation due to the unity and harmony it fosters and its rejection of division. If this occurs, the prayer is valid, though it is considered a misdeed.
