It is permissible to distribute or obligatory charity yourself or through your representative to eligible Muslims in your country of residence. It is not a condition for the representative to be an organization or a charity. If you do not find eligible recipients in your country, then send it to other Muslim countries to be distributed to those who are deserving of it.
