Is it permissible to insure children—for a financial sum—in the event that they cause harm to others, especially when facing large financial compensations in Western countries?

It is not permissible to emigrate to or reside in non-Muslim countries unless there is a dire need or a prevailing benefit, coupled with safety from trials (fitnah) concerning one's religion and morals. Commercial insurance is forbidden, and its ruling does not change with location. However, if one is compelled to it and there is no alternative, then one should first seek a cooperative insurance company. It is not permissible to voluntarily insure children, and guardians must guide their children to avoid harming others.
