Is it permissible to replace the triangular head covering (tarhah) and wrap with a hanging head covering (idnaa' tarhah), and is it obligatory to limit oneself to the idnaa', despite the difficulty of doing so in a practical college setting?

Verse 59 of Surat Al-Ahzab obliges believing women to draw their cloaks close around them. Al-Qurtubi explained this by stating that women used to cover their heads with headscarves (khumur) and let them hang down their backs, which left the chest, neck, and ears exposed. So, Allah commanded them to wrap the khimar over their bosoms (the opening of the chest).

The intention is for a woman to wear a khimar that covers the opening of the chest and extends to the back. Any garment that achieves this covering is in accordance with Islamic law, and no specific type is mandated. If the triangular headscarf (tarhah) does not achieve the aforementioned covering, it is not permissible to wear it outside the home. Educational needs do not justify wearing something that is impermissible according to Islamic law.

When there are strong winds, a woman must strive to prevent the exposure of what must be covered. If something becomes uncovered unintentionally, there is no blame upon her, for Allah Almighty says: "So fear Allah as much as you are able."
