Is it permissible for the agent entrusted with donating a plot of land to give it to a person of modest means who has a job but supports his relatives, and is it permissible for the agent to request a sum for himself in exchange for vacating the land?

The person entrusted with distributing charity must fear Allah and not demand money from the deserving recipient. This is a betrayal of trust, in accordance with the Almighty's saying: "O you who have believed, do not betray Allah and the Messenger or betray your trusts while you know [the consequence]." If his work is for a wage, he must request it from the owner of the land, not from the one receiving charity. He must also exert effort to identify the truly deserving recipient of the land, as disbursing it to an undeserving person constitutes a guaranteed betrayal.
