Money is a trust, and it is not permissible to violate the conditions of the donors. Spending it on something other than what it was designated for is considered a betrayal and favoritism towards friends. Allah commands that trusts be returned to their rightful owners, and every shepherd is responsible for his flock. Furthermore, making decisions unilaterally, without the knowledge of the other members, can lead to discord. Even if everyone agrees to violate a donor's condition, it is not permissible.
