Is changing floor tiles and kitchen and bathroom wall tiles—merely because one dislikes the color—considered extravagance to which the Hadith applies: "The son of Adam will be rewarded for every expenditure except what he puts in the dust"?

If changing tiles in a dwelling is done without necessity, then it seemingly falls under the aforementioned Hadith, which indicates a lack of reward, not the incurring of sin. The Hadith means that whoever builds only what suffices him, without excess, does not fall under the meaning of dispraise; rather, he is rewarded for it. As for one who builds for excess and accumulation, he is not rewarded. And exceeding what is necessary does not necessarily entail sin.
