It is permissible to create such a system if it is not highly probable that it will be used in disobedience to Allah. However, if that is highly probable, then it is not permissible to assist in it, due to His Almighty's saying: "And cooperate in righteousness and piety, but do not cooperate in sin and aggression." If the situation is unknown, then prohibition is necessary because most people use it in ways that do not please Allah. As for the filter, if it prevents forbidden things, then it should be used, even if it reduces speed. However, filters usually reduce evil but do not prevent it, and they can be bypassed. But if the filter specifies the permissible sites to visit, then the problem is eliminated.
