Is it recommended for a Muslim to adopt the fatwa of the scholars of his country, even if he is more comfortable with the fatwa of scholars from another country due to a difference in circumstances?

When a calamity befalls a Muslim, they must seek a fatwa (definition) from someone known for their knowledge, regardless of their madhhab (definition) or country. It is permissible to seek a fatwa from scholars outside the questioner's country if one is confident in their knowledge and piety, unless the sole intention is to follow only dispensations and easier opinions. There has been a consensus on the permissibility of seeking a fatwa from any scholar among the Companions and the Salaf, but it is forbidden to follow dispensations merely out of desire.
