When a calamity befalls a Muslim, they must seek a from someone known for their knowledge, regardless of their or country. It is permissible to seek a fatwa from scholars outside the questioner's country if one is confident in their knowledge and piety, unless the sole intention is to follow only dispensations and easier opinions. There has been a consensus on the permissibility of seeking a fatwa from any scholar among the Companions and the Salaf, but it is forbidden to follow dispensations merely out of desire.
