Is it permissible to eat from the money of a man who works in a government agency and does not go to his work regularly, yet receives his full salary due to an injury and seniority? Are his purchases for the marital home permissible? And is it obligatory to complete the marriage with his daughter?

There is no harm to a man in the salary he receives that he does not deserve if his employer knows of his shortcomings and overlooks them. However, if the employer does not know of his shortcomings, then he is only entitled to a portion of the salary commensurate with his attendance and work. Anything beyond that is unlawful for him to take. Nevertheless, it is not forbidden to benefit from what he prepares for his daughter or what he gives as gifts from his food and so on, because dealing with mixed wealth is permissible according to the preponderant opinion, and because the prohibition relates to the financial liability of the owner, not to the specific item itself. It is advisable to counsel him and remind him of the impermissibility of negligence in work. If the girl is in the aforementioned condition, it is desirable to be eager to marry her, based on the hadith: "So win the religious woman, and you will prosper."
