What is the religious ruling on taxes, avoiding them, and evading them?

Taxes are of two types: permissible and forbidden. It is permissible to use stratagem to completely eliminate or reduce forbidden taxes, and representation in this regard is permissible. As for permissible taxes, which are rightfully collected and justly spent, it is not permissible to evade them nor to assist those who evade them.
