Is it permissible to donate damaged spare parts that their owners left behind or forgot to take, after a period of time has passed and their owners are unknown?

These discarded pieces are left by their owners willingly, and therefore they are permissible for the beggar to take and dispose of in any way. It would be commendable if you were to give them away as charity on behalf of their owners.
