How can someone who cannot afford marriage, despite his excellent salary, and cannot find a good loan, get married, knowing the hadith "A dirham of usury knowingly consumed by a man is worse in the sight of Allah than thirty-six acts of fornication," and believing that the verse: {And let those who find not [the means for] marriage keep themselves chaste until Allah enriches them from His bounty} does not apply to him because he is wealthy?

It is not permissible to take a usurious loan for marriage, as marriage is not one of the necessities that permit unlawful acts. There is no difference between a rich or poor person, one who consumes usury or one who provides it. Allah the Almighty has warned against usury. The Quran commands self-restraint for those who cannot afford marriage until Allah enriches them, and this applies even more so to the wealthy if their inability to marry is due to their irrational spending. The advice is to economize on expenses and save for marriage.
