Are sustenance (rizq) and the human being's destiny predestined by Allah while still in the mother's womb, yet they still require means and effort?

Islam encouraged seeking livelihood and considered it an act of worship, citing verses such as: {It is He who made the earth subservient to you, so walk among its regions and eat from His provision} and {And others travelling through the land, seeking grace from Allah, and others fighting in the cause of Allah}. Al-Qurtubi equated earning lawful money with striving in the cause of Allah.
