Is it obligatory to fast for two consecutive months for someone who engaged in preliminary acts of sodomy during the day in Ramadan, such as touching another person's penis over their trousers without penetration?

Sodomy is a heinous sin among the major transgressions, and its sinfulness is magnified in Ramadan. Whoever commits it must repent immediately and increase their seeking of forgiveness. If there was no penetration and no ejaculation of semen, then the fast is valid. But if ejaculation occurred due to masturbation, then it is obligatory to make up the days that were invalidated, and some scholars hold that the major expiation (kaffarah kubra) is also obligatory along with making up the days.
