What is the Sharia ruling regarding a man who swore by divorce that he would not speak to his cousin, and now wishes to retract his oath to reconcile with him?

Swearing by divorce is not permissible, according to the Prophet, peace and blessings be upon him: "Whoever swears an oath should swear by Allah or remain silent." As for the man who swore by divorce that he would not speak to his cousin, the majority of scholars consider this a suspended divorce; thus, once the condition is met, the divorce takes effect. However, some scholars, like Sheikh al-Islam Ibn Taymiyyah, are of the view that an oath of divorce only requires an expiation for an oath.
