Frequent nocturnal emissions or feeling embarrassed by people do not justify masturbation. Allah is more deserving of one's modesty. Nocturnal emissions do not affect Hajj according to the consensus of jurists. There appears to be no Sharia impediment to taking medication that prevents nocturnal emissions during the Hajj period, as long as it does not completely eliminate sexual desire.
