The answer

Paying off a client's debt can be done in one of two ways: Either by giving him money to pay off his debt, which is a loan to him. If interest accrues from this, then it is usury by consensus. Or, it can be by the office selling a commodity to the client for a deferred price, and then the client sells it to a third party to settle his debt. This is permissible, provided that the office owns the commodity, and that the sale to the third party has no relation to the office. This is what is known as "Tawarruq".
