Is it permissible to resort to charities for assistance in a wife divorcing her drug-addicted husband who beats and insults her and abandons prayer, especially when there are two children involved?

The wife is advised to be patient and to supplicate for her husband who abandons prayer, is addicted to drugs, and beats her. She should counsel him gently and remind him of Allah. If he repents, then praise be to Allah. But if he persists in his condition, she has the right to seek divorce due to his transgression and the harm he inflicts. If he does not respond, she can refer the matter to Islamic centers to remove the harm through divorce or khul'.
