Is a person held accountable for the passing thoughts of malice and envy that come to him despite his disapproval of them? And what is the way to get rid of them and elevate the heart?

If the envious person does not strive to harm the envied, there is no sin upon him. However, he should endeavor to remove rancor and envy from his heart, fearing their transformation into an intention to transgress against the envied. The blameworthy and forbidden envy is striving for the removal of the envied person's blessing, transgressing against him through word or deed. And whoever does not act upon the dictates of his envy and does not transgress against the envied, does not sin thereby. Among the things that help in getting rid of envy are remembering the insignificance of this world, contemplating the names and attributes of the Lord, and that He is the Giver, and striving in supplicating Allah for the rectification of the heart.
