What is the ruling on the message of "Iblis" that is circulating in forums, which contains addresses to people and human devils?

This fatwa (definition) clarifies that the message titled "Satan's Will" or "Satan's Message" is an innovated method of da'wah (inviting to Islam) and preaching.
