And he must strive to seek out the most knowledgeable people of his time, and ask those known for their uprightness and their pursuit of truth and correctness, not those known for their negligence and pursuit of concessions. If he seeks a fatwa from them and accepts their opinion, it is not permissible for him to abandon it for another merely out of desire or following whims.
