What is meant by the reprehensible act that necessitates emigration or separation from its perpetrator; and is that restricted to major sins or does it include minor sins, and is there a specific criterion for this or is it a matter of personal judgment, and what is meant by not outwardly manifesting one's religion?

Migration (Hijra) is obligatory for whoever is unable to practice their religion in a certain land, unless they are unable to migrate. If they are able to manifest their religion and fulfill its duties, then migration is commendable. Migration from the land of Islam is not obligatory unless a person is unable to practice their religion therein, or if there is an overriding benefit in their staying. Migration from among people who commit sins is not obligatory; rather, a Muslim must enjoin good and forbid evil to the best of their ability.
