There is no harm in using a Quranic verse or an authentic as a title for a topic that calls to good, provided that the places in which they are put are respected. As for the saying: "The one who points to evil is like the one who does it," there is no harm in it if it is not attributed to the Prophet, peace be upon him, and its meaning has been established in authentic verses and Hadiths, such as the words of Allah Almighty: {That they may bear their own burdens in full on the Day of Resurrection and some of the burdens of those whom they misguide without knowledge. Unquestionably, evil is that which they bear} [An-Nahl: 25], and the Hadith: "Whoever calls to misguidance will have a sin similar to the sins of those who follow him."
