Is performing Umrah in Shawwal followed by Hajj in the same year considered Hajj at-Tamattu', necessitating an offering?

"Whoever performs Umrah in Shawwal, stays in Mecca, and then performs Hajj in the same year, is a 'mutamatti' (one performing Tamattu' Hajj) and is required to offer the sacrifice (dam al-tamattu'). Tamattu' is defined as entering into ihram for Umrah during the months of Hajj, completing it, and then entering into ihram for Hajj in the same year. The months of Hajj are Shawwal, Dhu al-Qa'dah, and the first ten days of Dhu al-Hijjah. If one travels between Umrah and Hajj, the correct view is that their Tamattu' ceases if they return to their homeland, but their Tamattu' remains if they travel to a country other than their homeland, and they would then be obligated to offer the sacrifice.

The Permanent Committee for Issuing Fatwas was asked about someone who performed Umrah in Shawwal, returned to their homeland, and then decided to perform Hajj in the same year. They replied that the majority of jurists hold that such a person is not required to offer the sacrifice because they did not perform Tamattu' (combining Umrah and Hajj) in a single journey.

Shaykh Ibn Uthaymeen mentioned that if a 'mutamatti' exits their state of ihram after their Umrah, they can travel to other countries without their Tamattu' being interrupted, unless they travel to their homeland and then return, entering ihram for Hajj, in which case their Tamattu' is interrupted, and they become a 'mufrid' (one performing Ifrad Hajj).

In summary, if you return to your homeland after Umrah, your Tamattu' is interrupted, and you are not required to offer the sacrifice. However, if you remain in Mecca or travel to a country other than your homeland, your Tamattu' is not interrupted.

It should be known that Tamattu' is the best type of pilgrimage, and the sacrifice is not a penalty but rather an act of worship by which a Muslim draws closer to Allah Almighty and expresses gratitude for facilitating the performance of both rituals in one journey."
