What is the Sharia ruling on dealing with a man who repeatedly tortures his wife and children physically and psychologically, prevents his wife from communicating with her family, then claims remorse and a desire for change after causing her a physical disability, and wishes to reconcile with her despite her family's insistence on divorce, given that they have three children together?

If a man's brutal actions towards his wife and daughter are proven, this is not condoned by Islamic law and is rejected by sound reason. Such actions only emanate from someone who is insane, foolish, or devoid of mercy. If he is insane or foolish, they must be kept away from him. If he is devoid of mercy, he should be advised and reminded of Allah's punishment. His case must be brought before the responsible authorities to deter him. If it is highly probable that he will reform, then no one has the right to prevent his wife from returning to him. However, if there is fear for her safety from him, it is better for her to seek a divorce, even if it is with compensation. As for the children, their presence with him would harm their behavior and upbringing. Their maintenance is obligatory upon their father as long as they are young.
