What is the ruling on stealing state funds?
The wealth of the state belongs to the nation, and it is forbidden to steal it or to fraudulently acquire it without a legitimate Shar'i right. Whoever has taken something from it without right must repent to Allah and return it. If it is not present, then its equivalent or its value must be returned.
