Is it permissible to steal the funds of the Libyan state under the pretext of its injustice in dealings between citizens and the distribution of wealth?

Public funds belong to the nation and are sacred. Stealing from them or defrauding them without a legitimate religious right is impermissible. Even if a group seizes control of these funds, that does not justify stealing from them. A Muslim is enjoined to fear Allah and adhere to uprightness, and not to make the corruption of the times an excuse for transgressions.
