The answer

Allah Almighty and His Messenger, peace be upon him, warned against consuming people's wealth unjustly and taking public funds unlawfully. Allah Almighty says: (And do not consume one another's wealth unjustly). The Prophet, peace be upon him, warned against taking wealth unlawfully, explaining that it is like one who eats but is never satisfied, and that it will be a witness against him on the Day of Resurrection, and that whoever wrongfully takes from the wealth of Allah will have the Fire on the Day of Resurrection. Therefore, it is not permissible to take public funds without just cause, because it falls under deception and fraud, which are forbidden by Islamic law. Justifying taking it by saying that state funds are the people's money is a false and corrupt argument. State funds are public funds spent for the general welfare of Muslims and the salaries of workers. Taking them without justification is consuming people's wealth unjustly. It is sufficient to know that the thief of public funds is subject to a prescribed punishment.
