Is it permissible to perform ablution (wudu') immediately after urinating and then put on socks with the intention of wiping over them later, knowing that there is intermittent urinary incontinence (drops continue for fifteen to thirty minutes after urination) and the likelihood of some drops coming out while putting on the socks?

If urine exits after relieving oneself and performing ablution, the ablution must be redone. If it exits during ablution, one must perform istinja (definition)' (cleansing the private parts) and purify what has soiled the body and clothes, then resume ablution. It is a condition for the permissibility of wiping over the khuffayn (leather socks) or jawrabayn (regular socks) that they be worn after complete purification and a valid ablution. If you doubt whether something has exited, the default assumption is that nothing has.
