The stagnation of trade does not negate the obligation of Zakat on it, according to the majority of scholars, and this is the fatwa we adhere to. If the land was purchased for trade, then each partner must pay Zakat on their share for all the past years in which they did not pay Zakat, provided that the value of their share reached the nisab each year at the time the hawl (one lunar year) was completed on the purchase price of the land.
