Is a man's not marrying within a year of his wife's death, due to his inability to forget her and his attachment to her, despite his futile attempts to overcome it, considered disobedience to God?

Grief and weeping over the loss of a loved one are permissible, as long as they are not accompanied by an exaggeration that hinders one from the affairs of religion and worldly life. One must strive against their soul to overcome this stage by seeking help through patience and prayer. As for abstaining from marriage, there is no sin in it if the person is psychologically stable and safe from temptation. However, marriage is commendable and the tradition of the Messengers, and it becomes obligatory if a person fears falling into the forbidden.
