Does the presence of small, dried glue specks on the face prevent water from reaching the skin during ghusl (ritual bathing)?

If the glue residue on the face is thin and does not prevent water from reaching the skin, it is not necessary to remove it for wudu or ghusl (definition). However, if it is thick and does prevent water from reaching the skin, it must be removed, unless its removal would cause harm. In that case, it is sufficient for water to pass over it, and one should also wipe over it. Sheikh Ibn Uthaymeen mentioned that if the glue cannot be removed except by taking off a part of the skin, then its removal is not obligatory, and it is sufficient to pass water over it and wipe.
