What is the ruling of Islamic law on working and trading without residency papers, while fearing deportation?

Fear is of two types: an innate type, which is unobjectionable, and a type that contradicts faith and is forbidden, such as fearing for one's livelihood. Exposing oneself to trials beyond one's capacity is blameworthy humiliation. A Muslim should not remain in distress; rather, he should return to his country or move to a safe country. Violating the laws regulating work and public interest is not permissible, especially for someone who entered the country with security or a covenant, for fulfilling covenants is an emphasized obligation.
