Is it permissible for a girl to use medical moisturizers and some light makeup?

It is permissible for a girl to use medical moisturizers or cosmetics in her home, or if she is covered when she goes out, provided that no perfume scent emanates from her when she goes out. The evidence for this is the Almighty's saying: "And not display their adornment except that which is apparent of it." The verse does not differentiate between a girl and others, and the prohibition of displaying adornment indicates that what is forbidden is displaying it, not using it and concealing it.
