Depicting animate beings, including anime, is forbidden by the majority of scholars due to the stern warning against image-makers.
This prohibition includes fictional cartoon characters, unless the drawings are incomplete (missing a part without which life cannot exist), or if they are purposeful and contain benefit and advantages for Muslims.
It is advisable to refrain from drawing animate beings for hobbies and entertainment, and instead to engage in drawing inanimate objects.
