What is the ruling on satirizing polytheists and transgressors?

Originally, satirizing a Muslim is forbidden. It is permissible to satirize a disbeliever (kafir), a polytheist (mushrik), and an apostate (murtadd) in response to their actions, not as an initiation. One who satirizes a Muslim deserves disciplinary punishment (ta'zir). It is permissible to satirize an innovator (mubtadi') and one who openly commits فسق (transgression).
