Is it permissible for the Imam to delay ascending the minbar after the adhan while he is present in the mosque?

The time for Friday prayer is the same as the time for Dhuhr prayer. There is no blame on the Imam for delaying ascending the minbar after the time for the Adhan, because the time is flexible, even though it is preferable to hasten the sermon and prayer once the time has begun. The Imam should not do anything that leads to disagreement, just as the congregation should not criticize the Imam for a normal delay that is legally permissible. They should have a good opinion of him.
