Is zakat not obligatory for someone who is about to get married and has many expenses?

Money allocated for marriage is subject to Zakat if it reaches the nisab and a full year (hawl) passes over it. The questioner must pay Zakat for the past years. If he can estimate the amount of money at the end of each year, he should pay Zakat based on that. Otherwise, he should strive to estimate it to the best of his judgment and belief, because Zakat is not forfeited by the passage of time. Whatever was spent during the hawl is not counted, as what matters is the amount of money at the end of the hawl.
