It is not permissible to buy homes with usurious loans that stipulate interest; entering into such a contract is forbidden because the Prophet, peace and blessings be upon him, cursed the one who consumes usury, the one who feeds it, its scribe, and its two witnesses. Assisting in falsehood is forbidden, and borrowing with usury is unanimously prohibited. The fact that the state pays or repays the interest does not make it permissible to enter into a forbidden contract, and whoever does so commits the sin of usury. The prohibition is not removed by this, and a usurious loan is forbidden even if the increase is paid by a third party other than the borrower, for whenever the creditor takes a benefit, it is usury. The legitimate alternative to usury is to purchase homes through murabaha.
