Is it permissible for a woman to engage in dhikr (remembrance of Allah) while outside her home and her feet are uncovered or she is wearing kohl?

It is not permissible for a woman to uncover her feet or apply kohl when leaving her home in front of non-mahram men. If she does so, her disobedience does not prevent her from remembering Allah. She will be rewarded for her remembrance of Him, as she is among those who have mixed a righteous deed with an evil one. Good deeds will be written for her and evil deeds against her, based on the generality of Allah's statement: "So whoever does an atom's weight of good will see it, and whoever does an atom's weight of evil will see it." This falls under the category of "disobeyed and was upright."
