If the laws for obtaining a driving license require the soundness of both eyes, then it is not permissible to violate them, and paying money to violate them is considered a forbidden bribe. However, if the laws permit driving with one eye and the employee refuses in order to extort a bribe, then it is permissible to pay it in that case, and the sin will be upon him.
