Is it permissible to combine and shorten the Dhuhr and Asr prayers, as a "taqdim" (earlier) combination, in Mecca before traveling to Jeddah?

If you are a resident of Mecca, you are not permitted to shorten your prayers (qasr) when traveling to Jeddah, because the distance between them, after urban expansion, has become less than the distance that allows for qasr. Nor are you permitted to combine prayers (jam') except for another valid excuse other than travel. However, if you came to Mecca as a traveler and did not intend to reside there for four days or more, you are permitted to avail yourself of the concessions of travel, including qasr and jam', until you return to your country.
