Is it permissible to combine and shorten prayers (jama' and qasr) before departing for the university in Jeddah, knowing that the distance is 102 km and the journey takes place after the Dhuhr athan?

The distance traveled towards Jeddah is considered a distance that permits shortening prayers (qasr). Therefore, it is permissible to combine and shorten prayers (jama' and qasr) during travel, while at the university, and on the way back until returning to the place of residence, even if this occurs daily. It states in the fatwas of the Permanent Committee for Issuing Fatwas: "The mentioned distance between Makkah and Thuwal is a travel distance, so it is permissible for you to combine and shorten prayers until you return to Makkah, even if this is repeated daily." However, it is not permissible to combine and shorten prayers at home, but only after departing from all the houses of the village where one resides.
