How do we explain the death of some people from hunger when Allah, the Sustainer, is present?

Provisions and lifespans are in the hands of Allah Almighty. When the lifespan expires, provisions cease, and life ends due to any cause decreed by Allah Almighty, in confirmation of the words of the Messenger of Allah, peace and blessings be upon him: "Indeed, each of you is constituted in his mother's womb for forty days as a drop of semen, then he is a clot for a similar period, then a piece of flesh for a similar period. Then an angel is sent to him to breathe the spirit into him, and he is commanded with four words: to write down his provision, his lifespan, his deeds, and whether he will be wretched or happy."
