Is a suitor entitled to joke around with a non-mahram woman under the pretext of not being in control of his actions, and what are the betrothed woman's rights in this case?

The engagement is a promise of marriage, not a contract, so no special rights result from it. It is not permissible for a man to joke with a woman who is a stranger to him or to look at her. An engaged woman is a stranger to her fiancé until the marriage contract is concluded. Everyone must adhere to the boundaries set by Allah.
