What is the ruling on building a mosque that does not respect the licensed building standards, thereby causing harm to others, such as reducing the distance between the mosque and neighboring dwellings?

If a committee commissioned by the state sets building standards for a mosque that consider the public interest and prevent injustice, the supervisory building committee is not permitted to violate them. This is because the fundamental principle is that a Muslim must adhere to laws that do not contradict Islamic law and that serve the interests of the people, especially if violating them results in harm to others or to oneself. Allah (the Exalted) says: "And those who harm believing men and believing women for [something] other than what they have earned have certainly borne slander and manifest sin" (Quran 33:58). And the Prophet (peace be upon him) said: "There should be neither harming nor reciprocating harm."
