These two matters are of extreme importance, and the entire Ummah is responsible for exerting its utmost effort in them, each according to their ability with their person, wealth, intellect, and skill, while frequently supplicating and inciting Muslims to adhere to their religion and the Sunnah of their Prophet, aiding their brethren who seek help, and boycotting the oppressors. The responsibility falls more heavily on those who possess greater energy and effectiveness, so the orator, the writer, and those of standing bear a greater responsibility. This issue encompasses the entire Islamic Ummah and is not specific to Arabs or rulers. Much has been written about it in fatwas and articles.
