The people mentioned in the verse are the disbelievers of Quraysh. "So remind, for by the grace of your Lord, you are neither a soothsayer nor a madman" is a refutation of their accusations against the Prophet (peace be upon him) that he was a soothsayer, a madman, or a poet. The wrongdoers are the disbelieving deniers. "Doon Dhalik" (beyond that/less than that) includes worldly punishment such as killing, captivity, expulsion from homes, and the punishment of the grave.
