Are "those who wronged" in verse 47 of Surat At-Tur different from "the deniers" mentioned in verse 11 of the same surah, and what is the meaning of "short of that" mentioned in verse 47?

The people mentioned in the verse are the disbelievers of Quraysh. "So remind, for by the grace of your Lord, you are neither a soothsayer nor a madman" is a refutation of their accusations against the Prophet (peace be upon him) that he was a soothsayer, a madman, or a poet. The wrongdoers are the disbelieving deniers. "Doon Dhalik" (beyond that/less than that) includes worldly punishment such as killing, captivity, expulsion from homes, and the punishment of the grave.
